NFP Facility Partnership

The NFP Facility Steering Committee approved in February 2009 the Concept Note presented in October 2008 by the Institute of Natural Resources (INRENA), at that time the national forestry authority of Peru. In March 2009, due to institutional changes, the Partnership Agreement was signed by the recently created General Directorate of Forestry and Wildlife (DGFFS) with the NFP Facility.

This Agreement was launched during a workshop held in Lima on May 12 and 13, inaugurated by the Minister of Agriculture. In this event, an updating of the Concept Note was carried out, a logic framework was formulated for guiding the activities to be executed for implementing the Agreement and the working plan for the first year of implementation was designed. The general objective of the activities was defined as "Contributing to the elaboration of the policy guidelines and to the implementation of the National Forestry and Wildlife Development Plan, strengthening capacities within the framework of the decentralization, for the adequate management of the forestry sector."

Immediately after the launching workshop, the Facility National Multiinstitutional Steering Committee was created. On August 2009, this committee selected three project proposals, which were approved by the Facility manager.  On this basis, from May 2010 to August 2011, three LoAs were executed. One, implemented by AIDER to systematize and disseminate experiences on the management of seasonally dry forests in northern Peru. Other was executed by FONDEBOSQUE for the participatory design of a forestry financing mechanism. A third project was carried out by APROFU for systematizing and disseminating forestry research and promotion in the Peruvian Amazon region. The results of these projects were successful.

A meeting of the Facility National Steering Committee was held on October 2010, to decide upon the second call for proposals, but this decision could be concreted only on July 2011, when the call was carried out and two project proposals were selected. The drafts of the LoAs were signed by the FAO Representative on October and November this year. The general objective of one of these LoAs, signed with ProNaturaleza, es to settle the technical, organizational and financial basis for the development of a strategic framework for the prevention and control of wildfires in Pasco region that, additionally, can be used as reference for similar processes in other regions. The general objective of the other LoA, signed with APROFU, is to develop a Consensual Forestry Plan adjusted to the new situation of the forestry sector in Ucayali region, with technical feasibility and ensuring the participation of public and private organizations of the forestry sector and the forestry sustainable development in the region. Both projects are under implementation at the end of 2011 and their completion is expected in March 2012.

Assessment of the nfp

In order to assess the progress and status of the nfp process, the Facility and FAO have designed a matrix to provide a clearer picture of how the country nfp processing are evolving, which elements are well developed and which elements remain weak and in need of further attention. The matrix has been tested in the countries to ensure the relevance of its indicators.

The matrix contains indicators for each phase of the nfp process: analysis, policy formulation, implementation and monitoring and evaluation. The indicators are clustered according to the primary nfp principles: country ownership, inter- and intra-sectoral linkages, partnerships and participation.

The matrix below was completed by stakeholders, in a participatory way, during a national workshop.

Each indicator was rated as follows:

the indicator has not been developed
the indicator is absent from the country nfp process
the indicator exists but is incipient
the indicator is progressing well within the country nfp process
the indicator is completed to the country’s full satisfaction - can serve as a model for others to follow
