The Partnership Agreement between the NFP Facility and Burundi was finalized in March, 2009. The primary objectives of the Partnership are to: (i) ensure implementation of government policy; (ii) develop and manage forest resources in a sustainable manner and ensure that tree seeds are available for use in agroforestry; and (iii) promote active public participation in community management and development of forest resources. During a December 2010 workshop, a large group of forest stakeholder further refined these objectives. The refined objective now more clearly indicate the perception that the nfp should allow the forestry sector to play its multiple functions through participatory forest management, and should stimulate the forestry sector to play its role in the sustainable development of the country. This is to be done through the following activities: (i) update information on the socio-economic and environmental forest resources of Burundi and provide stakeholders and the public with that information; (ii) develop a forest policy document, translate it into the national languages and disseminate it; (iii) develop models of community forest management to strengthen local capacity and to monitor the evolution of the forest resources; (iv) assist and strengthen the capacity of stakeholders in areas such as financial mechanisms, participation and climate related issues.

Assessment of the nfp

In order to assess the progress and status of the nfp process, the Facility and FAO have designed a matrix to provide a clearer picture of how the country nfp processing are evolving, which elements are well developed and which elements remain weak and in need of further attention. The matrix has been tested in the countries to ensure the relevance of its indicators.

The matrix contains indicators for each phase of the nfp process: analysis, policy formulation, implementation and monitoring and evaluation. The indicators are clustered according to the primary nfp principles: country ownership, inter- and intra-sectoral linkages, partnerships and participation.

The matrix below was completed by stakeholders, in a participatory way, during a national workshop.

Each indicator was rated as follows:

the indicator has not been developed
the indicator is absent from the country nfp process
the indicator exists but is incipient
the indicator is progressing well within the country nfp process
the indicator is completed to the country’s full satisfaction - can serve as a model for others to follow
