NFP Facility Partnership

The Partnership Agreement between the NFP Facility and Liberia was finalized in March 2009. The overall objective for the partnership is to support the Forest Development Administration (FDA) to install effective mechanisms and structures that will ensure a fully operational multi-stakeholder platform for regular dialogue and consultations between all stakeholders in connection with (i) the sustainable management of Liberia's forests; (ii) equitable sharing of the benefits from and responsibilities for forests; and (iii) efficient conflict resolution during forest management and utilization. Three specific objectives will be undertaken, including: i) improved forest sector consultation processes; ii) communities will become implementers of the National Forest Management Strategy and receive equitable benefits; and iii) forest governance structures will be harmonized within broader local democratic government structures.

Quality of new proposal and application of OIMES/RBM (4/5)

The overall objectives of the second phase of the Partnership is to strengthen the capacity of the CFFs, the NFF and the NMSC to ensure a fully operational multi-stakeholder platform for regular and improved dialogue and consultation amongst all stakeholders vested in the sustainable management of Liberia’s forests; to ensure the equitable sharing of benefits from and responsibilities for forests; and to efficiently resolve conflicts during forest management and utilisation.

 

The specific objectives of the newly requested support are: (i) to identify stakeholders and to construct a constitution for the National Forest Forum; (ii) to improve information sharing and networking at 3 levels from a) CFF to NFF, b) CFF to CFF, and c) CFF to district/clan/chiefdom; (iii) to elaborate key information material concerning the forestry sector for use by the CFFs and NFF for awareness raising purposes; and (iv) to select five pilot sites for the establishment of forest forums below the CFFs and to strengthen the capacity of these five counties to enable them to effectively engage in local and national level decision-making processes.

 

The NMSC, led by the Forestry Development Authority of Liberia, will play a key role in monitoring and evaluating the implementation of activities under the partnership according the Facility OIMES/RBM. The evaluation and monitoring at the stakeholder levels will be done periodically as will be stipulated in individual LoAs.

 

The new Concept Note is based upon the assessment of outcomes and impacts of the first Agreement, with clearly stated objectives, activities, expected outputs and impacts. The key M&E elements and indicators are well defined. The lessons learned from the implementation of the first Agreement, as well as the recommendations made by the national self-evaluation workshop for future improvements, have been incorporated into the new CN.

Assessment of the nfp

In order to assess the progress and status of the nfp process, the Facility and FAO have designed a matrix to provide a clearer picture of how the country nfp processing are evolving, which elements are well developed and which elements remain weak and in need of further attention. The matrix has been tested in the countries to ensure the relevance of its indicators.

The matrix contains indicators for each phase of the nfp process: analysis, policy formulation, implementation and monitoring and evaluation. The indicators are clustered according to the primary nfp principles: country ownership, inter- and intra-sectoral linkages, partnerships and participation.

The matrix below was completed by stakeholders, in a participatory way, during a national workshop.

the indicator has not been developed
the indicator is absent from the country nfp process
the indicator exists but is incipient
the indicator is progressing well within the country nfp process
the indicator is completed to the country’s full satisfaction - can serve as a model for others to follow
