The National Forest Programme (NFP) in Brazil was created in 2000, and is coordinated by the Ministry of Environment. Since then, the importance of the NFP in promoting sustainable forest development has increased as a result of the forest policies that have been designed and implemented. The programme aims to promote sustainable development through the sustainable utilization and conservation of forest resources. In May 2007, the NFP Facility and Brazil entered into a Partnership Agreement focused on improving stakeholder participation in Brazil's national forestry dialogue. Three main activities are part of the Agreement, including: (i) Strengthening the national forestry commissions; (ii) Supporting implementation of the decentralization process of the Forestry Administration; and (iii) Improving the organization and building the capacity of communities so they may conduct forest management projects that take into consideration forest conservation and poverty alleviation in the Amazon region.

The second Partnership Agreement signed in 2011 has the following objectives: i) to strengthen the NFP Commissions: CONAFLOR1 and CGFLOP2 with the effective participation of community forest representatives; ii) reinforce the decentralization process related to the national Forestry Administration; and iii) support participation of rural and social organizations involved in community forest management.

 

The new main expected outputs are: i) members of CONAFLOR and CGFLOP will be well informed about community forestry activities and perceptions related to forestry, and communities will be able to participate in national forestry debates; ii) decentralization of National Forestry Administration and NFP implementation will be strengthened through regional meetings in which states will be able to exchange experiences on Forestry Administration; iii) rural forestry communities and associations will be reinforced and enabled to administrate sustainable forest management, improving their economical and environmental conditions; and iv) An Executive Coordination with representatives from the Forestry Department and those responsible locally for field activities will be established to supervise, monitor and evaluate the agreement’s implementation.
