The NFP Facility partnership with Angola was signed in 2007. Following the completion of the draft Policy and Legal framework, NFP Facility support was requested to continue the participatory process, in particular to: i) disseminate the Policy and Legal framework after approval by the Government; ii) strengthen the nfp process through dialogue, debate, capacity building and training; and iii) promote stakeholder participation in the implementation of the Policy and Legal framework.

Approval by the government of the draft Policy Legal framework took time. The NMSC however embarked on stakeholder capacity building to increase proposal development skills. The period also saw the commissioning of a website for IDF as a mechanism for promoting Angola's nfp. During the same period, a LoA was signed for the carry out of two regional workshops (in Huambo and Malanje) to validate the Afforestation Strategy of Angola.

The draft Policy Legal Framework was approved in 2010. A workshop was held in September 2010 in which the priority areas for a second call for proposals were defined to be: (i) publication and dissemination of the National Policy and Legislation on Forest, Wildlife and Protected Areas; (ii) promotion of stakeholder participation in the implementation of the new Policy and Legal framework; and (iii) carrying out baseline studies for key forestry and wildlife issues. The call for proposals to civil society was launched in November 2010.

Assessment of the nfp

In order to assess the progress and status of the nfp process, the Facility and FAO have designed a matrix to provide a clearer picture of how the country nfp processing are evolving, which elements are well developed and which elements remain weak and in need of further attention. The matrix has been tested in the countries to ensure the relevance of its indicators.

The matrix contains indicators for each phase of the nfp process: analysis, policy formulation, implementation and monitoring and evaluation. The indicators are clustered according to the primary nfp principles: country ownership, inter- and intra-sectoral linkages, partnerships and participation.

The matrix below was completed by stakeholders, in a participatory way, during a national workshop.

Each indicator was rated as follows:

the indicator has not been developed
the indicator is absent from the country nfp process
the indicator exists but is incipient
the indicator is progressing well within the country nfp process
the indicator is completed to the country’s full satisfaction - can serve as a model for others to follow
