NFP Facility Partnership

The Partnership Agreement between the NFP Facility and Viet Nam was signed in 2005. The main objective of the Partnership is to complement and extend ongoing forest policy formulation and planning already supported by other internal and external funding. Activities planned under the Partnership include (i) involving a broader range of stakeholders and agreeing on their respective roles and responsibilities in order to provide vital support to ongoing decentralisation processes; (ii) capacity building and information management to enable stakeholders to fulfill their roles and responsibilities in implementing the nfp process (e.g., the new law, the new forestry strategy and the revised 661 programme); (iii) piloting and adapting the national strategy and Forest Monitoring and Information Systems (FOMIS) at the provincial level; and (iv) reviewing and analyzing international forestry agreements and commitments and translating these into meaningful national-level actions for the context in Viet Nam.

The first Facility partnership with Viet Nam has been a great success in supporting the Ministry of Agriculture and Rural Development and other stakeholders, especially local NGOs and association through information sharing, capacity building, pilot models and policy analysis. In 2010 the Government conducted a self-evaluation to assess the outcomes and impacts of the Partnership on nfp, and one of the main recommendations is continuation of the partnership.

Given the successful implementation of the first partnership and significant impact on Vietnam forestry sector through information sharing, capacity building, pilot models and policy analysis, the NFP Facility approved Vietnam’s request to continue the partnership. The second phase of the partnership was launched in April 2011.  

The CN for the 2nd phase is based on the results and achievements of the 1st phase activities by drawing lessons learnt, and adequate attention has been given in filling the gaps for improvement.  The new CN aims to: (i) establish, manage, protect, develop, and utilize forests and forest land in a sustainable way; (ii) improve forest coverage and forest land; (iii) promote forestry economy development; (iv) increase sectoral contributions to national socio–economic development, poverty reduction, environment and biodiversity conservation; and (v) deliver environmental services of forests more effectively.  The priorities focus on four areas, including analysis and formulation of forest policies, capacity building through training, knowledge management and awareness raising. The CN includes a detailed Impact and Outcome M&E System based on the Facility OIMES/RBM.  FSSP CO will lead the monitoring and evaluation of the implementation and provide periodic reports to the National Steering Committee and Facility. The proposed budget is 200,000 US$ for period of two years.

Assessment of the nfp

In order to assess the progress and status of the nfp process, the Facility and FAO have designed a matrix to provide a clearer picture of how the country nfp processing are evolving, which elements are well developed and which elements remain weak and in need of further attention. The matrix has been tested in the countries to ensure the relevance of its indicators.

The matrix contains indicators for each phase of the nfp process: analysis, policy formulation, implementation and monitoring and evaluation. The indicators are clustered according to the primary nfp principles: country ownership, inter- and intra-sectoral linkages, partnerships and participation.

The matrix below was completed by stakeholders, in a participatory way, during a national workshop.

Each indicator was rated as follows:

the indicator has not been developed
the indicator is absent from the country nfp process
the indicator exists but is incipient
the indicator is progressing well within the country nfp process
the indicator is completed to the country’s full satisfaction - can serve as a model for others to follow

Implemented Activities
