NFP Facility Partnership
South Africa
The partnership between the nfp Facility and South Africa was signed in 2003. The primary objectives of the partnership were i) to develop capacity of stakeholders and the Department of Agriculture, Forestry and Fisheries to implement the nfp for South Africa, ii) to support civil society participation and engagement during the strategic planning and implementation processes iii) to promote cross-sector dialogue amongst relevant institutions and iv) to generate, manage and share knowledge and experiences within and outside South Africa. The first call for proposals was conducted in 2005. In 2007, implementation was begun on the two selected activities, which included i) raising the profile of forestry as an important contributor to rural development and poverty alleviation in South Africa and ii) production and dissemination of a tool kit on growing commercial trees for the emerging small holder timber growers in South Africa.
In 2007, a stakeholder workshop was held at which the priority areas were modified to reflect more updated realities and focus on the Broad Based Black Economic Empowerment Forest Charter. Some of the new priorities included i) integrated planning for forest sector development ii) development of a sawlog growing strategy and programme iii) strengthening forest protection services iv) increased focus on the strategy and programme for forest sector research and development and v) increased clarity of the structures, representation and function of the various interest groups within the forest industry. Following this workshop, a second call for proposals was carried out in 2008. This resulted in the implementation of two activities, including i) development of an integrated national forest protection Strategy for the Forest Sector, specifically focused on pests and diseases and ii) strategy development for small, medium and micro forest enterprises. A third call for proposals was conducted in 2009 seeking proposals for the implementation of a saw log strategy study in 2010. A planning workshop in preparation for the Second Partnership Agreement was held in November 2010.

Assessment of the nfp
In order to assess the progress and status of the nfp process, the Facility and FAO have designed a matrix to provide a clearer picture of how the country nfp processing are evolving, which elements are well developed and which elements remain weak and in need of further attention. The matrix has been tested in the countries to ensure the relevance of its indicators.
The matrix contains indicators for each phase of the nfp process: analysis, policy formulation, implementation and monitoring and evaluation. The indicators are clustered according to the primary nfp principles: country ownership, inter- and intra-sectoral linkages, partnerships and participation.
The matrix below was completed by stakeholders, in a participatory way, during a national workshop.
Each indicator was rated as follows:
