The first Partnership Agreement between the NFP Facility and Uganda was signed in 2003. The Agreement focused on the implementation of the institutional reform and on the decentralisation of the forestry sector, to be carried out primarily through the Uganda Forest Working Group, a group comprised of more than 80 community service organisations, academic institutions and individuals. More specifically, Facility support has been provided for (i) strengthening actions of the newly decentralised District Forestry Services responsible for forest management at a local level; (ii) raising the profile of the forestry sector at the district and national levels; (iii) enhancing forestry advisory service delivery under the National Agricultural Advisory Services mechanism; (iv) enhancing key stakeholder capacities related to collaborative forest management, conflict management and policy advocacy; and (v) developing and promoting information processing and dissemination.

In 2009, following an assessment and evaluation conducted using the nfp-Matrix of outputs and impacts of the first six years of work, the NFP Facility and Uganda renewed their commitment to working together on the national forest programme process through the signing of a new Partnership Agreement. The primary objectives of this new Agreement are: (i) to advocate for increased prioritization and resource allocation to the District Forest Services; (ii) to enhance the capacity of stakeholders to develop economically viable and environmentally sound livelihood opportunities; (iii) to review the National Forest Plan 2002 (nfp) to appropriately address the current sector situation and to facilitate a responsive process of planning and resource allocation to the sector. The foreseen outcomes include: increased contribution of forestry to local and national revenue and economic growth; forest regeneration arising from cessation of degradation; increased and improved forest goods and services translated into increased income for the poor and district local governments; and private forests that are managed in a sustainable manner. A key component of the new Partnership Agreement is the implementation of regular monitoring and evaluation of Uganda's progress and accomplishments by a monitoring team.

Assessment of the nfp

In order to assess the progress and status of the nfp process, the Facility and FAO have designed a matrix to provide a clearer picture of how the country nfp processing are evolving, which elements are well developed and which elements remain weak and in need of further attention. The matrix has been tested in the countries to ensure the relevance of its indicators.

The matrix contains indicators for each phase of the nfp process: analysis, policy formulation, implementation and monitoring and evaluation. The indicators are clustered according to the primary nfp principles: country ownership, inter- and intra-sectoral linkages, partnerships and participation.

The matrix below was completed by stakeholders, in a participatory way, during a national workshop.

Each indicator was rated as follows:

the indicator has not been developed
the indicator is absent from the country nfp process
the indicator exists but is incipient
the indicator is progressing well within the country nfp process
the indicator is completed to the country’s full satisfaction - can serve as a model for others to follow
