NFP Facility Partnership

The Partnership Agreement between the NFP Facility and Colombia was signed in October 2003. The main objective of the Partnership was to establish a strategic framework for strengthening the capacity of national and regional (subnational) management and coordination of the public and private entities responsible for National Forestry Development Plan (PNDF) implementation. The PNDP is critical to the socio-economic development and improvement of the quality of life of communities associated with Colombian forestry development. Three priority action areas were also identified, including: (i) to develop mechanisms and tools for managing the NFP; (ii) to generate and strengthen community organizations, associations and forestry institutions through participatory mechanisms at the national and regional level; and (iii) to adopt regional (subnational) plans and strengthen forestry production chains.

Execution of Partnership activities began at the end of 2004, with the signing of LoAs with NGOs to implement proposals related to: (i) the mechanisms and instruments for managing the PNDF and the facilitation of management processes by the Inter-institutional Committee of the PNDF; (ii) the articulation of regional (subnational) forest plans including the processes of the forestry production chains; (iii) the strengthening of the management capacity of prioritized regions for the implementation of Regional Forest Development Plans; and (iv) the strengthening of participatory processes at the regional and local levels for sustainable forest management and for the implementation of the PNDF. From December 2008 to July 2009 a third call for proposals was prepared by the National Multi-Stakeholder Steering Committee. This long process allowed the formulation of four project proposals, three of which were selected focused on: (i) contributing to the strengthening and regularization of regional (subnational) forestry production chains and their secretariats; (ii) contributing to the participatory improvement of methodologies and the training of small forestry enterprises on associative processes; and (iii) the improvement and updating of the curricula of forest engineering academic programs. These three proposals became LoAs in 2010 and are expecting to be finalized in 2011. In December 2010, the national government completed an application for a second Facility Partnership Agreement.

The application for the Second Partnership Agreement, including the new Concept Note and the updated NFP Matrix, was approved by the Facility Steering Committee on February 2011. Although the second agreement was signed on July this year, due to the procedures within the government, the pertinent national institutions and the Facility manager agreed upon carrying out the launching workshop on April 14 and 15. In this meeting, the logic framework proposed in the Concept Note was revised and its last version became the Appendix to the new agreement. 

According to this logic framework, the general objective of the Facility supported programme is to consolidate a state policy framework for the sustainable development of the forestry sector in Colombia, on the basis of the updated National Forestry Development Plan and of the National Development Plan 2010 – 2014.

Based on that definition, the Facility National Steering Committee made a call for proposals in June, for which 13 organizations were invited and a public announcement was published in the Website of the DNP as Facility national focal point. Three subjects were the objective of this call and a corresponding number of project proposals was selected by the mentioned committee. After the adjustment of the proposals, the Facility adviser sent three drafts of Letters of Agreement to the Facility manager. Unfortunately, only two of them were approved due to an unexpected lack of enough funding in the Facility budget.

 The two approved LoAs were signed in August and September with the objectives of (i) formalizing the national forestry roundtable as articulator axis of the diverse mechanisms of forestry dialog and (ii) compiling technical and legal norms of the forestry sector with training and dissemination purposes. The ending of these LoAs is programmed for February and March 2012.

 Meanwhile, the three LoAs signed in 2010 have been implemented until 2011, finishing their execution in August, November and December this year.

Assessment of the nfp

In order to assess the progress and status of the nfp process, the Facility and FAO have designed a matrix to provide a clearer picture of how the country nfp processing are evolving, which elements are well developed and which elements remain weak and in need of further attention. The matrix has been tested in the countries to ensure the relevance of its indicators.

The matrix contains indicators for each phase of the nfp process: analysis, policy formulation, implementation and monitoring and evaluation. The indicators are clustered according to the primary nfp principles: country ownership, inter- and intra-sectoral linkages, partnerships and participation.

The matrix below was completed by stakeholders, in a participatory way, during a national workshop.

Each indicator was rated as follows:

the indicator has not been developed
the indicator is absent from the country nfp process
the indicator exists but is incipient
the indicator is progressing well within the country nfp process
the indicator is completed to the country’s full satisfaction - can serve as a model for others to follow
