NFP Facility Partnership

The first Partnership Agreement between the NFP Facility and Sudan was signed in 2004. Sudan requested Facility assistance at that time to (i) revitalize the nfp process through participatory approaches and training of stakeholders (awareness raising campaigns); (ii) open up the debate on forestry to the wider public in order to build national consensus on forestry issues; (iii) help integrate the ongoing process of legislative reform, institutional reorganization and decentralisation into the nfp; (iv) synergize the nfp with other sectors' strategies and integrate the revised nfp into the National Development Vision 2003-2027 and subsequent Development Plans; and (vi) define ways of meeting regional and international commitments.

In 2010, following an assessment and evaluation conducted using the nfp-Matrix of outputs and impacts of the first six years of work, the NFP Facility and Sudan renewed their commitment to working together on the national forest programme process through the signing of a new Partnership Agreement. The overall objective of the second Agreement is to reorient the nfp process on the basis of important policy changes and new constitutional directives affecting the forestry sector. These changes include: (i) inclusion for the first time of the right of all citizens to have a healthy environment in the Constitution adopted in 2005, which places additional responsibilities on the forestry sector; (ii) increased government commitment and expressed political will towards forest protection and environmental conservation, with the endorsement by government of all three conventions emanating from UNCED and with governmental decrees aimed at implementation of the non-legally binding forest principles; (iii) a call for wider participation of all stakeholders and land-based sectors in the nfp process. The main activities foreseen are: (i) consensus building, at the national level, on forestry issues through wider debates and negotiations between the different stakeholder groups; (ii) stakeholder analysis to determine shared interests and develop mechanisms for conflict resolution to improve synergies between actors; (iii) capacity and skills building of all relevant stakeholders to improve meaningful participation in the nfp process; (iv) identification of benefits from co-management of forests and the establishment of modalities to incentivize the sharing of benefits; and (v) identification of synergies between the forest sector plans and those of other land-based sectors (such as the National Environment Plan, the National Biodiversity Action Plan, and the Desertification Control Plan), and integration of all these into a forthcoming land use plan. In addition, a key component of the new Partnership Agreement is the implementation of regular monitoring and evaluation of Sudan's progress and accomplishments by a monitoring team.

Assessment of the nfp

In order to assess the progress and status of the nfp process, the Facility and FAO have designed a matrix to provide a clearer picture of how the country nfp processing are evolving, which elements are well developed and which elements remain weak and in need of further attention. The matrix has been tested in the countries to ensure the relevance of its indicators.

The matrix contains indicators for each phase of the nfp process: analysis, policy formulation, implementation and monitoring and evaluation. The indicators are clustered according to the primary nfp principles: country ownership, inter- and intra-sectoral linkages, partnerships and participation.

The matrix below was completed by stakeholders, in a participatory way, during a national workshop.

Each indicator was rated as follows:

the indicator has not been developed
the indicator is absent from the country nfp process
the indicator exists but is incipient
the indicator is progressing well within the country nfp process
the indicator is completed to the country’s full satisfaction - can serve as a model for others to follow
