NFP Facility Partnership

The first Partnership Agreement between the NFP Facility and Senegal was signed in 2003. Initially, Facility support was provided only to the Forest Department, targeting the following objectives: (i) consolidating the Regional Forestry Action Plans in four regions; (ii) developing the environmental component of the Special Programme for Food Security (PSSA), including an implementation strategy based on environmental assessments at PSSA sites; (iii) contributing to the development of a new fiscal policy in forestry, based on an analysis of forest taxes, forest product prices and self financing of forest programmes; and (iv) updating the Senegal Forestry Action Plan (PAFS). In the second year of the Partnership, non-state stakeholders were also included in the implementation of activities, which focused on: (i) training NGOs and CBOs in forestry and decentralization laws; (ii) training NGOs and technical units in planning issues; (iii) assessing and documenting good practices for sustainable management of natural resources in Senegal; (iv) increasing the value of forest products and improving processing techniques; and (v) lobbying on natural and forest resource conservation and management issues. Recent activities within the first phase of the partnership started in 2009 and included: (i) conducting analysis of the forestry sector, focusing on artisanal wood, wood energy, and hunting; (ii) carry out an analysis of the perceptions of local actors on recent programmes for tree planting within the Great Green Wall project; (iii) reviewing legal texts related to forest resource management; (iv) utilizing various methods of communication/sensitization with regards to the protection of natural stands; (v) studying biofuels of forest origin in the context of options available to Senegal; (vi) studying the combating of wildfire in Senegal; and (viii) training small and medium enterprises and community-based enterprises on micro financing for small projects in the forest sector in selected regions of Senegal.

In 2010, following an assessment and evaluation conducted using the nfp-Matrix of outputs and impacts of the first seven years of work, the NFP Facility and Senegal renewed their commitment to working together on the national forest programme process by signing a new Partnership Agreement. This second phase of the Facility Partnership is focused on: (i) articulating relevant international conventions in the national forestry programme; (ii) improving access to relevant information in the development of the nfp; (iii) making available the prospective analysis on nfp financing mechanisms; and (iv) conducting better forestry operations and ensuring more up-to-date scientific forestry information. Also a key component of the new Partnership Agreement is the implementation of regular monitoring and evaluation of Senegal’s progress and accomplishments by a monitoring team.

Assessment of the nfp

In order to assess the progress and status of the nfp process, the Facility and FAO have designed a matrix to provide a clearer picture of how the country nfp processing are evolving, which elements are well developed and which elements remain weak and in need of further attention. The matrix has been tested in the countries to ensure the relevance of its indicators.

The matrix contains indicators for each phase of the nfp process: analysis, policy formulation, implementation and monitoring and evaluation. The indicators are clustered according to the primary nfp principles: country ownership, inter- and intra-sectoral linkages, partnerships and participation.

The matrix below was completed by stakeholders, in a participatory way, during a national workshop.

Each indicator was rated as follows:

the indicator has not been developed
the indicator is absent from the country nfp process
the indicator exists but is incipient
the indicator is progressing well within the country nfp process
the indicator is completed to the country’s full satisfaction - can serve as a model for others to follow
