NFP Facility Partnership

The NFP Facility and the Democratic Republic of Congo (DRC) entered into a Partnership Agreement in 2003. The Ministry of Environment, Nature Conservation and Tourism (MECNT) initiated its first programme on community forestry and as part of that, a study tour to Cameroon was also undertaken. A status report on the use and management of forests by rural communities was compiled, leading to development of a community forestry strategy in the DRC. Since 2008, the DRC's forest sector has been marked by profound changes as initiatives supported by a variety of development partners have striven to improve forest governance. These initiatives have included the launching of the National Programme on Forests and Nature Conservation (PNFoCo), increased forest products controls and tracing requirements, enhanced auditing and forest certification, development of mechanisms for sustainable forest management and the production of information on forests and forest production.

In the context of a recently revived Facility Partnership with DRC, support may complement other development support, particularly related to the MECNT's efforts to formulate a national forest policy, in collaboration with FAO. Given the participatory nature of the national forest programme process, Facility support is anticipated to be particularly utilized for forestry stakeholder organizing and for consultation workshops.

Assessment of the nfp

In order to assess the progress and status of the nfp process, the Facility and FAO have designed a matrix to provide a clearer picture of how the country nfp processing are evolving, which elements are well developed and which elements remain weak and in need of further attention. The matrix has been tested in the countries to ensure the relevance of its indicators.

The matrix contains indicators for each phase of the nfp process: analysis, policy formulation, implementation and monitoring and evaluation. The indicators are clustered according to the primary nfp principles: country ownership, inter- and intra-sectoral linkages, partnerships and participation.

The matrix below was completed by stakeholders, in a participatory way, during a national workshop.

Each indicator was rated as follows:

the indicator has not been developed
the indicator is absent from the country nfp process
the indicator exists but is incipient
the indicator is progressing well within the country nfp process
the indicator is completed to the country’s full satisfaction - can serve as a model for others to follow
